The City Resilience Dynamics tool is a training tool that helps cities explore different strategies regarding the implementation of resilience policies, simulate the results of each strategy and learn about the resilience building process that the cities need to follow to improve their resilience level in the most efficient way. The City Resilience Dynamics tool encapsulates the most important aspects of the Resilience Maturity Model, and helps to better understand how it is functioning. The purpose of the Resilience Maturity Model is to provide a common understanding of the resilience building process. All city stakeholders are potential users, but the key stakeholders are those in a position to make strategic decisions. The City Resilience Dynamics tool helps cities to identify the most efficient way of implementing the policies in sequence that is aligned with the Resilience Maturity Model.

Based on the Resilience Maturity Model, the tool presents four maturity stages. For each stage, policies have been distributed. The tool provides indicators that need to be measured to show the implementation level of these policies as well.

Using the tool, cities and more specifically municipal employees and elected officials that are engaged in activities connected to strategic planning and management of the city, are asked to consider city’s current status of resilience, and then check through the tool which are those policies that need to be implemented in order for the city to evolve and move to the next maturity stage. The tool contains also indicators to measure these policies.
